Having studied the matter, we hereby inform you as follows:
1. In the process of product registration or filing, if it is really difficult to submit original supporting documents such as production and sales certificates of the producing country (region) or the country (region) of origin of imported cosmetics and good production practices of cosmetic enterprises due to the influence of the COVID-19 prevention and control policies of the country or region where the imported cosmetics manufacturers are located, copies of relevant documents can be submitted. The responsible entity in China or the responsible person in China shall provide relevant written explanations at the same time, and promise to supplement the original documents after the end of the epidemic.
Second, if it is found that the copy of the relevant documents submitted for registration or filing is fraudulent, it will be dealt with in accordance with the relevant provisions of false declaration. After the end of the epidemic, those who do not submit the corresponding original documents within the time limit will not handle the extension of the administrative license for related products or cancel the product record.
The National Medical Products Administration will make dynamic adjustments to the requirements of the circular in light of the progress of the global epidemic prevention and control.
