In order to implement the Regulations on the Supervision and Administration of Cosmetics and standardize and guide the work of cosmetic safety assessment, the State Food and Drug Administration has organized the drafting of the Technical Guidelines for Cosmetic Safety Assessment (2021 Edition) (hereinafter referred to as the Technical Guidelines), which are hereby promulgated and will come into force as of May 1, 2021. The implementation of the relevant issues are announced as follows:

1. Since January 1, 2022, before applying for the registration of special cosmetics or the filing of ordinary cosmetics, cosmetic registrants and recordholders must carry out cosmetic safety assessments and submit product safety assessment data in accordance with the requirements of the Technical Guidelines.

In order to standardize and guide the cosmetic safety assessment work, the Technical Guidelines provide a complete version and a simplified version of the cosmetic product safety assessment report. Before May 1, 2024, cosmetics registrants and registrants can submit simplified product safety assessment reports in accordance with the relevant requirements of the Technical Guidelines.
