In order to implement the Regulations on the Supervision and Administration of Cosmetics and standardize and guide the classification of cosmetics, the State Food and Drug Administration has formulated the "Rules and Classification Catalogue of Cosmetics" (hereinafter referred to as the "Classification Rules"), which is hereby promulgated and will come into force as of May 1, 2021. The implementation of the relevant issues are announced as follows:

1. Since May 1, 2021, when cosmetics registrants and recordholders apply for registration of special cosmetics or record ordinary cosmetics, they shall fill in the product classification code in accordance with the Classification Rules.

For cosmetics that have been registered or completed the record before May 1, 2021, the cosmetics registrant and record holder shall supplement the product classification code through the cosmetics registration and record information service platform before May 1, 2022.
