In order to implement the Regulations on the Supervision and Administration of Cosmetics and standardize and guide the classification of cosmetics, the State Food and Drug Administration has formulated the "Rules and Classification Catalogue of Cosmetics" (hereinafter referred to as the "Classification Rules"), which is hereby promulgated and will come into force as of May 1, 2021.
