On August 28, in order to implement the "Regulations on the Supervision and Administration of Cosmetics", the Cosmetic Supervision Department of the State Drug Administration entrusted the China Food and Drug Control Institute to organize the drafting of the "Specification for the registration and filing of new raw Materials for Cosmetics" (draft for comments), and formally solicited opinions from the public.

On July 29, in order to implement the "Regulations on the Supervision and Administration of Cosmetics", the State Drug Administration drafted the "Classification Rules and Classification Catalogue of Cosmetics" (draft for comments), and formally solicited comments from the public.

On July 21, in order to implement the "Regulations on the Supervision and Administration of Cosmetics" and further standardize the supervision and administration of cosmetics production and operation, the State Drug Administration drafted the "Measures for the Supervision and Administration of Cosmetics Production and Operation (Draft for Comments)" and formally solicited comments from the public.

On June 29, 2020, The State Council issued Decree No. 727 of The State Council, officially announcing the Regulations on the Supervision and Administration of Cosmetics, which will come into effect on January 1, 2021. The regulations were first included in the revision plan by The State Council in 2013; Adopted at the Executive Meeting of The State Council on January 3, 2020; Officially promulgated on June 29, it is a landmark event in China's cosmetics industry. The new Ordinance consists of six chapters and 80 articles. On June 29, 2020, The State Council promulgated the Regulations on the Supervision and Administration of Cosmetics (hereinafter referred to as the Regulations). The Regulation is in the "constitutional" position in China's cosmetics regulatory legal system, and will have a fundamental impact on the development of China's cosmetics industry in the next stage. The Regulations, which consist of six chapters and 80 articles, will come into force on January 1, 2021
